About the Supplier Qualification System "SQS"

What is an SQS?

The SQS stands for Supplier Qualification System.

The SQS is the realisation of an initial concept whereby it was believed that efficiencies, standardisation and strategic procurement principles could be achieved by designing and rolling out a web based system to allow:

  • both Suppliers and Purchasers to collaborate using the Internet.
  • Suppliers to electronically submit to the Purchaser their application to supply Goods or Services to their project or initiative.
  • Purchasers to receive electronic applications from Unapproved Suppliers.
  • Purchasers to qualify and grade Suppliers based on their performance.
  • Purchasers to make informed decision on who they should carry out business with based on assessing a Suppliers application on its merit.
  • the secure management of supply data including its collection, transmittal, storage and retention to influence purchasing decisions and assess commercial risk.

What does it do?

The SQS is a web based electronic system designed to:

  • manage the qualification of existing and new Unapproved Suppliers who wish to supply the Purchaser with either Goods or Services.
  • manage the grading and regrading of SQS Approved Suppliers.
  • allow data to be retrieved by authorised personnel to assist them in making appropriate purchasing decisions.
  • allow a medium for SQS Applicants, Approved Suppliers and authorised Purchasing Representatives to carry out business relationships.

What type of System is the SQS?

The SQS is an Online Database System that is hosted on a managed server.

SQS Overview

Logcon in association with their partner SpectRom Multimedia have designed, developed and implemented a web based system to review, assess and qualify Suppliers/contractors.

The Supplier Qualification System or SQS is intended to be licensed to Principals and Purchasers:

  1. Either for use for managing Suppliers/contractors in an easily retrievable database for site-specific use or large projects/initiatives
  2. Or in the reengineering of a Procurement Department to become more efficient by automating the qualification of Suppliers/contractors within their operation.

For example a Purchaser requires for a major project that they engage competent/reputable Suppliers/contractors and pre-qualify them prior to contracting with them.

The SQS System has an Applicant module as well as a Client module (supply manager), where Purchasers representatives can access registered Suppliers/contractors data.

The system is designed so that purchasing representatives can manage the Approved Supplier data and make astute buying decisions, i.e. a buyer or contracts manager has the ability to access supply data prior to, whilst conducting preaward, contract award and post award arrangements with Suppliers or contractors.

The SQS System manages multiple sites and up to several thousand Approved Suppliers. Note that the SQS you are evaluating is the Trial Version and has been set up for Purchasers to evaluate this online system for demonstration purposes only.

Note the system has the ability to detail the clients Terms and Conditions, Health and Safety requirements and Confidentiality Provisions in .pdf format within the SQS Application Module.

You will also note the SQS Application Module also has a Fast Track Application process to promptly qualify Suppliers/contractors based on any high probability of Purchasers incurring operational or commercial risk as a direct result of Applicants not having qualified promptly.

This Fast Track qualification process expires after 30 calendar days at which time all temporarily Approved Suppliers are required to resubmit their application under the SQS Standard application process.

Who owns the SQS System?

The SQS System, concepts and information contained electronically in this web based system and the software supporting it are the exclusive Intellectual Property of Logistics Consulting Pty Ltd, trading as: ”Logcon” www.logcon.com.au - a company based in Queensland, Australia. ACN: 71 089 159 231.

What constitutes a breach of copyright?

The use or copying of this system and software in whole or in part without the written permission of Logcon management constitutes an infringement of copyright. Using the system and not complying with the licensing agreement also constitutes a breach.

What is the Purchasers relationship with “Logcon”?

The Purchaser has entered into an agreement with “Logcon” to license the SQS for a period of 30 days to be used for reviewing, assessing and qualifying their Suppliers on their projects or operation.

What protection is in place to secure data via this electronic method?

The SQS has an option to operate on an SSL (Secure Socket Layer) secured web server to protect the transmission of sensitive data over the Internet and documents are stored in password-protected areas on the SQS web server.

What type of protection does this system have?

*** The application and data management processes are undertaken on a 128 bit SSL secure server to ensure the privacy and protection of Suppliers information. *** SSL option only.

How is the SQS updated?

All supply data is updated in real time. The data is retrievable via a password-protected browser providing the user has access to an Internet connection.

Where will the SQS System be utilised within the Supply Chain?

The SQS will be utilised at the preaward phase and prior to either a Request For Quotation (RFQ) or a Request For Tender (RFT) being issued by the Purchasers purchasing department.

The SQS is used at the Pre-award phase in the Supply Chain.

 

Will this information be sold to a third party?

No. The information will only be used by the Purchasers authorised personnel.

What are the types of SQS applications that an Unapproved Supplier can submit to the Purchaser for their consideration?

There are two types:

  • Standard SQS Application
  • Fast Track SQS Application

Can an Unapproved Supplier submit either Application method?

Generally no. An Applicant (Unapproved Supplier) must satisfy the Purchasers strict criteria before they are able to register via the Fast Track method whereas the Standard SQS method is the preferred method.

Once Purchasers are approved to use the SQS, initial support will be provided by SpectRom Multimedia to set up and customise the application to reflect the Purchasers circumstances applicable to:

  • Your location.
  • The type of projects you are undertaking.
  • Goods or Services types you need to purchase.
  • Your company approved Commercial Terms and Conditions.
  • Your company approved Policies and Procedures.
  • Other factors.
